First-time buyers 'benefit from Hips'

First-time buyers will benefit from the roll-out of home information packs (Hips), according to the head of a property website.
Helen Adams, managing director of FirstRungNow, said only people entering the market for the first time would feel the real benefits of the new sellers' packs.
Hips were recently rolled-out to all properties, meaning that anyone selling their home is compelled to pay for one.
"First-time buyers, in my opinion, are the only people that can benefit from home information packs," Ms Adams said.
"They really need to know what they are getting in to and they won't have to have the cost associated with buying them because they are not selling.
"Everyone else on every other part of the property ladder has to have the expense of buying one," she added.
Hips are designed to provide buyers with more information about the property they are purchasing.
